摘 要 摘 要 21世纪以来，信息科技、知识经济时代下，终身教育、学习型组织构建越来越受 到重视，现代远程教育以其不受时空限制、方便灵活、覆盖面广、资源丰富、成本效 益高等诸多优势为终身教育和学习型组织建设提供了重要契机。为了进一步加强农村 基层组织建设，提升党员干部队伍素质，建设学习型政党，加快农村发展，党中央和 国务院从2003年实施了农村党员干部现代远程教育工程。 农村党员干部现代远程教育工程实施以来，资源建设、教学管理、学习活动、应 用效益等就成为工作人员及社会各界关注的话题，其中，如何保证教育教学质量一直 是困扰广大工作人员的难题，也是影响农村党员干部现代远程教育深入、科学、可持 续发展的重要课题。在此背景下，笔者选择了农村党员干部现代远程教育质量保证体 系研究，期待相关研究成果对农村党员干部现代远程教育教学质量保证工作有所启 示，对工作人员的工作有所帮助。 本论文主要分为五大部分： 第一部分：阐述了论文的研究背景、研究现状、研究目的意义和研究方法。 第二部分：对农村党员干部现代远程教育及其质量现状做了全面深入的剖析，为 农村党员干部现代远程教育质量保证体系的构建提供切入点和依据。 第三部分：在对质量保证体系目的、原则、理论基础、模型等分析的基础上，笔 者从办学条件、教学输入、教学过程、教学输出、学用转化、管理协调六个方面构建 了内部质量保证体系的具体内容，并从政府负责、社会参与、政党监管等方面对外部 质量保证体系进行了探索。 第四部分：从现状剖析、成果借鉴、专家指导、实践检验等层面对构建的农村党 员干部现代远程教育质量保证体系的有效性进行了简要阐述。 第五部分：简述了研究的主要内容、创新之处、研究的不足及进一步努力的方向。 [关键词] 农村党员干部；农村党员干部现代远程教育；现代远程教育；质量保证体 系 II Abstract Abstract Abstract AAbbssttrraacctt Since the 21st century, based on the information technology and knowledge economy, lifelong education and the construction of learning organization are getting more and more concern, in view of an important opportunity by the development of modern distance education with its characteristics such as no limitation by space and time, wide coverage, flexibilities, convenience, high efficiency and abundance of educational resources.
