This will make a great impact on the entire primary and secondary schools and the teachers will have to confront and break through many challenges. They not only teach their professional subject but also integrate the learning domains and issues, listed in the “Interim Outlines”, into the related subjects and impart the integrated knowledge to students. Therefore, while the educational circles recommend misgiving at this policy practice, the MOE was urged to take measures to foster teacher professional development. This research treats Taiwan’s education environment as the research object and is focused on the emergent topics of teacher professional development through information and learning technology. A web-based infrastructure for teacher professional development is established for teachers to develop, manage, apply, share, and communicate their professional knowledge. Especially, we put the emphasis on the combination of virtual information systems and the real organizations （associations) of learning communities for teacher professional development.
