With the accelerating of the pace of life and the peoples increasing life pressure in today’s society, The pace of life accelerates constantly in todays society, family pension’s vulnerabilities appear gradually, but China’s institutional pension develop slowly and can’t be accepted by old people. The shift to new integrated pension paradigm from traditional family and institutional pension becomes the subject explored by all the domestic scholars. In this background, Community-based housing support appears. In 2008, Harbin began to build community-based housing support system, but the construction is not satisfactory which need to be further improved. First, this article analyzes the basic theory of community-based housing support and related experiences at home and abroad. The community-based housing support is defined; meaning and nature of community-based housing support are discussed, which provide the corresponding theoretical basis for the community-based housing support system. Secondly, this paper analyzes the background of community-based housing support, the existing problems and their causes. Last, this paper tries to further prove Harbin community-based housing support system, and propose the specific measures and strategies from government, family, community and the public to promote the development if Harbin community-based housing support system.
