哈尔滨工业大学工商管理硕士学位论文 哈尔滨工业大学工商管理硕士学位论文 - - II - Abstract With the market economy and knowledge economy coming, human resource (HR) is becoming more and more important, and the study on HR developing strategy is very important to enterprise existence and development. According to the objective law,the development of the enterprise must make HRs supply in keeping with its strategic development. But on the contracy, the operation of the enterpoise practisely does not comply. So the underdeveloped HR is becoming a key restricted factor to the development. Harbin TongFa Municipality Engineering Ltd. is a small and middle-sized municipality construction enterprise in Harbin. To meet the challenges from market competition, the company need to establish a practical HR strategy whichconforms to the external market and fits the inside. The paper analyses the human resource management of the corporation and finds a series of problems, as following: the incompleteness of human resource management (HRM) system, lacking the developing strategy of the whole corporation and of its HR, the improper institutions of the HRM, the incompleteness of the HR accessing system, the bad HR training mechanism and the incompleteness of the HR payment management. Based on SWOT analysis theory, the inner and outer circumstances, opportunities and threat of HR are analyzed deeply. Then it brings forward a series of actual methods and policies of working out the developing strategy of the HRM:building the HRM syetem and payment system, the accessing system and the training mechanism and so on. The whole article stands on the enterprises realist, provided the oriented and practiced the developing strategic of enterprises HR, based on the knowledge about economics and management, aimed at promoting the enterprises response ability about outer HR demand realizing the HR distribution optimizing management so as to improve the enterprises better development.
