Various local governments also formulated local policy to advance project management of economic housing, however, there are many problems in actual operation of the process such as too large area, excessive prices and sales target Confusion, and so on. In light of these problems, Author use of economic theory, relevant policies at home and abroad to conduct a comprehensive analysis. First, through the understanding of domestic demand , purchasing power of low-income families and single economy housing area needs analyzing , the single Harbin Economic Housing area should be set a determination. Secondly, combining State and local laws and regulations and low-income families defined in the standard method at home and abroad, it was proposed that Harbin Economic Housing purchase conditions and approval, regulatory policies. Finally, through Government jawboning is need of the economic housing policy, leads that Harbin Government through strict control approval of building economic housing, sale procedures and cost monitoring system, and realized prices Management, the proposed projects in Daowai District and daokoujiayuan New District in Harbin as an example , with introduction of the previous project management of Harbin economic housing ,how to achieve single sets area Determination, defined in the standards of low-income families and the government to imply jawboning management of operation.
