哈尔滨工业大学公共管理硕士学位论文 哈尔滨工业大学公共管理硕士学位论文 - - II - Abstract To appraise the technical personnel on specialized fields, is in a certain manner to evaluate their technical capability, give remarks, offer information for employment, and create conditions for making best of the human resource and its rational recycle. We should speed up the construction of vocational qualification appraisal system, according to the new requirement of consummation of socialist market economy system, and develop the appraisal work oriented by the capability and achievement. We should gradually establish a well categorized and canonical appraisal system for specialized technical personnel. To get the social and professional recognition for our appraisal of the technical personnel, we should make efforts on following aspects: first, the appraisal work should meet the need of development of our economy and sociality. This answers for the basic requirement of the implement of the Spirit of Sixteenth Party Congress, and practice of the HYPERLINK /important/ Important Thought of Three Represents. The method, manner, content, and process of the appraisal work should be consummated, according to the development of socialist market economy. Second, the appraisal work should reflect the social value of the technical personnel and their achievements. Technical personnel’s outstanding achievements always have some social value, and they are the significant power driving the development of the science and the society. Therefore, the appraisal work should attach great importance to the social recognition, leading technical personnel to join in the construction of our society and those technical achievements to transform into the productive forces. Third, establish an appraisal criterion recognized within the industry. Whatever the appraisal method is, the appraisal work should make the most of the experts.
