以景觀生態面探討山坡地土地利用合理性 Investigation the Rationality of Slopeland Landuse with Landscape Ecology 國立中興大學水土保持系 博士班研究生 博士班研究生 教授 王兆文 張舒婷 林俐玲 Chao-Wen Wang Shu-Ting chang Li-Ling Lin 摘　要 台灣因位於歐亞板塊和菲律賓海板塊之擠壓帶，造成山坡地地質脆弱，坡度陡峭，河川湍急短促，921大地震後，加上颱風、豪雨頻繁，屢屢釀成沖蝕、崩塌及土石流等天然災害，又因台灣地小人稠，農地資源受限，隨著工商業快速發展，經濟結構改變甚鉅，使其平地土地利用漸趨飽和，山坡地之開發與利用也日益殷切，然不當開發行為層出不窮，因而嚴重造成水土保持問題，也造成生態環境之破壞，為適當加強山坡地管理，應依土地可利用限度及穩定性進行合理保育利用，以期山坡地之土地資源能永續利用。 行政院於民國65年公布「山坡地保育利用條例」後，更訂定「山坡地土地可利用限度分類標準」，將山坡地依其平均坡度、土壤有效深度、土壤沖蝕程度及母岩性質等條件，簡化區分為六等級：（一）一級地至四級地為「宜農牧地」，可供農耕或畜牧經營利用；（二）五級地為「宜林地」，應實施造林或維持自然林木及植生覆蓋；（三）六級地為「加強保育地」，應加強保育處理，減免災害之發生。 土壤沖蝕程度除影響農業之生產力外，更影響景觀生態劇大變化，如景觀塊區面積消減及生態廊道破壞等干擾生態系之平衡，為達到生態永續發展，避免土地破碎化，實有必要合理管制山坡地利用。 為探討山坡地土地可利用限度之分類查定土壤沖蝕程度因子之判定，本研究以南投縣魚池鄉蓮花池段及茅埔段為研究區域，應用地理資訊系統技術疊合數值地籍圖及土壤沖蝕指數圖作量化分析，並評估土地利用之合理性。 關鍵詞：土地可利用限度、塊區、廊道、地理資訊系統、土壤沖蝕指數 Abstract Taiwan is located in the boundary of Eurasian plate and Philippine Sea plate .Result in weak geology ,steep slope, high gradient of streams, and rapid velocity, After 921 earthquake ,adding the typhoon and torrential rain are frequent, which, caused soil loss , landslide and debris flow repeatedly, because the high population density in Taiwan, farmland resources are limited, as the industry and commerce develop speedy, economic structure changes sharply, the use land saturated gradually. The development and use of the slopeland are ardent. However, develop improperly to emerge in an endless, therefore cause the emergence of the water and soil conservation problems. In order to enhance slopeland management , we should proceed suitable conservation in accordance with utilizable limitation and stability of slopeland, which will hope that sustainable utilization of agrarian resource . In 1976, the Executive Yuan announced the Slopeland conservation utilization Act , then stipulated of “The classification standard of slopeland utilizable limitation”, in accordance with land slope, soil depth, soil erosion, and parent rock.
