As As the beginning of new China，in order to promote the economic， the government began to take the new duality policy,which separated the rural and urban area and put the emphasis on the urban areas．The structure that the rural supplied the urban affected the development of rural areas and the gap of rural and the urban become larger and larger． Agriculture，rural areas and farmer are the three problems that affect the modernization．Now we are constricting a harmonious society that means the rural and the urban should develop together and be prosperous together．We should not scarify the rural to develop the urban，but plan the rural and the urban as a whole and achieve the rural—urban composition． The CPC Central Committee has released the decision on the great issues on rural reform in the third Plenary Session of the Seventeenth Central Committee of the Communist Party of China，and it points that we should make an overall planning of rural and urban area，which is the prerequisite of rural-urban composition．The rural-urban composition is a complex project and involves many fields．The infrastructure is the base of others．However,the infrastructure in rural area has great gap with the one in urban area．The gap not only hider the development of rural area， but also become the obstacle of rural—urban composition．Therefore，we should lay the emphasis on the infrastructure of rural areas and make it 111 the the goal of rural—urban composition． As one of the most developed districts in Beij ing，Haitian has made great achievement in rural—urban composition with the encouragement of the policy,and head for the other districts．However,the rural areas still fall behind the urban，and has gap with it．The gap in infrastructure is also clear,SO this paper will focus on the rural—urban infrastructure in Haidian． First，it will describe the present condition，in rural-urban infrastructure and give highly praise on its achievement．However,it still has problems in rural—urban composi
