摘要1997年召开的中共十五大正式提出了要从战略上调整国有经济布局，对国 摘要 1997年召开的中共十五大正式提出了要从战略上调整国有经济布局，对国 有企业实施战略性改组。本文对国有经济布局调整这一战略实施的原因、方向等 进行了深入的理论阐述和实证分析。 国有经济作为资源配置的一种方式，广泛存在于市场经济国家，与此同时， 国有经济又有着特定的功能，其分布有一定的局限性。本文在对国有经济制度进 行理论分析的基础上，通过国有经济行业布局和规模布局的实证分析。证明了国 有经济制度的特殊所在。行业研究和规模研究发现，国有经济在自然垄断性行业 效益较好，在大多数竞争性行业效益低下；国有大型企业的经济效益较好，国有 中小企业的效益普遍低下；在非国有经济比重高的行业，国有经济的效益普遍较 差。由此说明国有经济布局的战略性调整必须强化战略性领域，逐步退出一般竞 争性领域；必须放开搞活中小企业，改组大型国有企业。国有资本要从一般竞争 性领域向战略性领域集中，从分散的中小企业向大型和特大型优势企业集中。文 章最后还提出了若干对策建议。 关键词：国有经济 布局调整 市场失灵 战略性领域 竞争性领域 分类号：F279．261 ABSTRACTIn ABSTRACT In the 1 5th Representative Conference of the Communist Party of Chma，the policy of‘to strategically adjust the layout of the state-owned economy’and‘‘to strategically reorganize the state-owned enterprises”was formally established．Thus this paper conducts in—depth literary and empirical studies on the reasons and directions ofthe strategical reform policy． As a means of economic resources distribution，the state-owned economy is widely used in marketing economy countries．At the same time，the state-owned ecomomy has its special fi．mctions．So we should impose limitations on its distributions．My empirical study on the efficiency of the state·owned economy in terms of sector and scale proves that the state-owned economy has its own speciality． Sector and scale analyses reveal that the efficiency of the state-owned economy in monopoly sectors is high’but it is very low in most competing sectors．The financial indexs ofbig enterprises are relatively higher,but it is very low in medium and small scall enterprises．Besides，I discover that the higher proportion the non-state-owned economy accounts for,the lower the efficiency the sector shows．So we should withdraw the state·owned capital from competing sectors，and reinforce the strategical sectors．Meanwhile，the strategic withdrawl shed start from medium and small scale enterprises．It is very important to renrganize the large scale SOEs．This paper also puts forward some relative policy suggestions in ordcr t
