内 内 容摘 要 本文以党的十六大关于“鼓励、支持、引导”私营经济的精神为指导，以我 国私营经济发展的现状为根据，探讨了“引导”私营经济发展的四个问题： 一、论证了引导私营经济的必要性。由于私营经济的性质决定了它和全面建 设小康社会的目标并非完全一致，在发展过程中暴露出了种种问题以及面临的挑 战决定了必须对其进行引导。二、阐述了引导私营经济的主要内容，在当前情况 下要引导发达地区私营经济的健康发展，引导不发达地区私营经济的快速成长： 处理好劳资关系，莅发挥其积极作用的同时将其消极作用限制到最小程度。三、 提出了引导的基本对策。就是靠公有制经济的壮大，进行示范引导；靠党的精神 指导、社会思想进行舆论引导；靠完备的法律法规进行规范性引导；在其融资、 税收、土地使用、准入领域等方面，进行政策性引导。四、指出了引导私营经济 的发展方向，就是将其引导到全面建设小康社会的轨道上来，将其引导到社会主 义市场经济体制的轨道上来，促使其健康飞快速的发展。 关键词：引导私营经济双重作用 健康发展快速发展 ABSTRACTUnder ABSTRACT Under the guidance of the gist of encouraging，supporting ana guiding the private sector of the economy proposed in the 16’hNCCPC，and based on the Dfesent condition of the private sector of the economy in our country，this paper explores the following four issues which on the guidance of the private sector of the economy． Firstly，this thesis proves the necessity of guiding the private sector of the economy．The nature of the private sector of the economy determines that its purpose is not perfectly consistert with that of making a comfortably-off society．In addition， various problems arise in process of its development as well as challenges tliat it is faced with．SO it is necessary to guide the private sector of the eeonmy． Secondly，the present paper expounds the main content of guiding the private sector of the economy．At present，we will guide it to healthy development in the developed areas and fast grewth in the undeveloped areas Meanwhile，labor-capital relationship is supposed to dealt with properly．The passive role of the private sector of the economy relationship should be limited to the minimum while bringing it into active play Thirdly,this paper makes the basic counter move to guide the private sector of the economy．They consist of four issues．(1)As the county ownership of the economy expands，demonstration guidance will be carried out．(2)Under the guidance of the party’s gist and the social ideology，we implement the guidance of public opinion．(3)With perfect law and rules We guide the private sec
