苏州科技学院本科生毕业设计（论文） PAGE PAGE V 苏州科技学院本科生毕业设计（论文） 江苏传统产业转型升级的对策措施研究 摘 要 本文在全球价值链的视角下，以“微笑曲线”为理论基础，通过对江苏传统产业处于产业链低端现状的分析，揭示了江苏传统产业的主要存在问题及原因，提出我省传统产业升级应发展服务型制造业等对策。主要工作和创新点有四个方面： 第一，在界定概念和回顾发展现状的基础上，概括了江苏传统产业的发展特征，这些特征有：在经济中占主体地位、地区发展不平衡、行业比较成熟且相当集中、二产占比较高且以制造业为主等。 第二，分析了江苏传统产业发展中存在的问题，包括：产业更替和技术创新难度较大、产出被锁定在无效状态、隐性成本被忽视、创新资源被压抑、产业组织效率下降等。 第三，运用产业理论分析了江苏传统产业存在问题的原因，这些原因有历史原因，有体制、政策原因，也有企业原因，但根本上说，主要是特殊背景和条件所形成和发展起来的低端制造业所致。 第四，此外，提出了我省应按照提高产业链功能的原则转变引资重点，整合区域产业链，并发挥政府和行业协会在产业整合中的作用，推进以完善和提升产业链功能为核心的产业整合等对策。 关键词 江苏；传统产业；转型升级；产业整合 A Policy and Measure Study of Upgrading Jiangsu Traditional Industry Transformation Abstract In the global value chain perspective, I will reveal the main existing problems of Jiangsu traditional industries and their reasons, and then puts forward policies of upgrading the traditional industrial in our province in developing the service manufacturing industries by anglicizing the current situation of low industrial chain, which is based on the theory smiling curve”. The task what this paper will do will be following aspects: First, on the basis of defining the concept and reviewing the current development situation, the paper will summarized the development features of traditional industries of Jiangsu traditional industries: the traditional industry stays at the subject status in the economy, with the imbalanced development of the areas, more mature and highly concentrated. The second industry accounts for more high proportion, specializing in manufacture, and so on. Second, the paper will analyze the existing problems of Jiangsu traditional industries including: industrial substitution and technology innovation is difficult; output is locked in the invalid state; the hidden costs are ignored; innovation resources are repressed ; efficiency of industrial organization descend, and so on.
