农村信用社小额信贷运作问题研究 PAGE 农村信用社农户小额信贷运作问题研究 Research on Microfinance Farmers Problems of Rural Credit Cooperatives 学生姓名： 指导教师： 所在院系：国际文化教育学院 所学专业：金融 研究方向： 东 北 农 业 大 学 中国·哈尔滨 2013 年 5 月 - PAGE III - PAGE I 摘要 小额信贷自20世纪70年代产生以来，在解决世界贫困方面发挥了巨大作用。由中国人民银行推动，我国农村信用社开展的小额信贷也经过了多年的发展，有效缓解了农民贷款难的问题，取得了很好的社会经济效益，该项业务开展逐步制度化，但在具体运作方面也存在着一些问题。本文从小额信贷的定义入手，对农村信用社在小额信贷运作过程中存在的问题进行认真分析，提出了一系列对策建议，以期农村信用社开展的小额信贷业务能更好地为我国农村经济发展服务。本文分五部分，主要内容如下：第一部分为前言，主要介绍了小额信贷的研究目的与意义，国内外文献综述并且阐述了本研究的主要内容。第二部分阐述了农村小额信贷业务开展的相关理论基础。第三部分介绍了我国农村信用社小额信贷目前的发展现状。第四部分详细分析了农村小额信贷在运作过程中出现的问题包括目标定位过于局限，信用评定欠缺规范；贷款利率尚需调整；日常操作不规范，内控制度不健全；风险分担机制欠缺。第五部分针对农村信用社小额信贷运作过程中出现的问题提出解决的对策建议。具体措施包括：扩大目标群体，规范信用评级；确定合理的贷款利率；规范操作流程，加强内部控制；建立健全的风险分担机制。 关键词： 农村信用社 小额信贷 农户 运作 问题研究 Research on Microfinance Farmers Problems of Rural Credit Cooperatives Abstract Microfinance has been since the 1970s, played a significant role in addressing world poverty. By the Peoples Bank of China to promote Chinas Rural credit cooperatives to carry out microfinance After years of development, effectively alleviate the difficult problem of loans to farmers, and achieved good social and economic benefits, the business development of the progressive institutionalization, but in specific operation, there are also some problems. Start from the definition of forward a series of suggestions to the micro-credit operations carried out by the credit cooperatives to better serve our rural economic development services. This article is divided into five the main contents are as follows: The first part is the introduction, mainly introduces the purpose and meaning of microfinance, domestic and international literature review and describes the main contents of this study. The second part of rural micro-credit operations carried out by the theoretical basis. The third section describes the current development status of Chinas credit cooperatives micro-credit. The fourth part of a detailed analysis of the problems of rural micro-credit in the course o
