PAGE PAGE 1 本科生毕业论文 我国农业保险存在问题及发展对策研究 姓　　名 学　　号 专　　业 指导教师 2011 PAGE I 摘　要 农业保险的发展对我国农民、农业经济和国民经济的发展具有巨大的影响。农业保险在抵御农业经济风险、转嫁农业经济危机、保证农业生产连续进行、为农民提供一定的保障等方面起到了积极的作用。但是，我国的农业保险因为农民收入较少、财政和政策支持缺乏、法律法规的不完善、没有相关部门的管理和农业保险限制条件过多等因素致使我国农业保险出现了认可度不高、普及度不够、收效不明显。为了更好的发展我国的农业保险，观察国外农业保险发展经验和措施，并总结出国家开展农业保险的经验是政府适当的干预和支持、完善相关的法律法规、对保险经营者提供补贴和再保险等。将国外经验和我国的国情结合起来，认为目前我国发展农业保险要从加快农业保险立法、加大政府的投入和干预、成立专门的农业保险管理部门和股份制农业保险公司、建立农业保险补偿基金、建立试点地区等方面入手。 关键词：农业保险；国外经验；保险立法； 政策支持?MACROBUTTON NoMacro [Click and type abstract text here.] MACROBUTTON AcceptAllChangesInDoc 双击此处键入本章题目 错误！未找到引用源。 Abstract Agricultural insurance development to Chinese farmers and agricultural economy and national economic development has great influence.
