小议我国新型农村养老保险制度的替代率 班级：经济0901 姓名：杨倩 学号：1091940216 小议我国新型农村养老保险制度的替代率 摘要 老年保障是社会保障制度中最重要的组成部分，养老保险制度是大多数国家老年保障的基本形式，其功能就在于保障老年人退休后的基本生活需要。在全球人口老龄化的趋势下，在人口赡养比不断提高的状况下，养老保险的重要性日益凸显，对于此，世界各国纷纷对养老保险制度进行一定程度的调整，甚至改革。而我国正面临一个不可逆转的老龄化社会，作为世界上老年人口最多的国家，我国老年人口总量正不断增加。因此，在我国完善养老保险制度迫在眉睫。 2009年9月1日，国务院发布《关于开展新型农村社会养老保险试点的指导意见》（国发[2009]32号），决定2009年在全国选择10%的县（市、区、旗）开展新型农村社会养老保险（以下简称新农保）试点，以后逐步扩大试点，在全国普遍实施，2020年之前基本实现对农村适龄居民的全覆盖，并明确提出新农保试点的基本原则为“保基本、广覆盖、有弹性、可持续”。那么，新农保制度建立起来之后，能否实现“保基本”的目标呢？这就需要测算新农保的替代率。因此，选取科学合理的方法对新农保替代率进行测算和分析，对于明确我国新农保的替代率水平、完善新农保政策以及新农保的试点推广都具有重要的意义。 本文即通过对新农保替代率的研究分析，在对我国新型农村养老保险制度有了一定的想法的基础上，对其中存在的问题及相应解决方案提出了一些自己的见解。 关键词： 老年保障 新型农村养老保险 养老保险 替代率 Abstract Older security is the most important social security system in the component, endowment insurance system is the basic form of elderly security in most countries，its function is the basic guarantee that satisfy the olds’ daily life after retiring.
