PAGE 入世后我国IT产业的发展思路 及集成电路产业的发展举措 中文摘要 本文试图运用管理学知识，论述入世后我国IT产业的发展思路及集成电路产业的发展举措。IT产业是当前世界发展极为迅速的行业之一，具有高技术、高投入、高产出、高风险、产品门类多等特点，从某种程度上讲它体现了一个国家的综合经济实力。我国的IT产业发展十分迅速，在入世后，如何面对强大的国际竞争，继续保持和促进业已存在的发展势头，具有一定的难度和挑战性。研究制定进一步的发展思路和重点，对充分挖掘利用自身优势，增强核心竞争能力，具有一定的现实意义。本文从国际竞争环境分析入手，分析竞争环境，确定核心竞争能力和竞争关键因素，全面介绍了我国IT产业的现状，并针对我国IT产业的特点和入世的要求，提出了发展思路和发展重点，最后着重阐述了IT重点基础产业之一的集成电路产业的发展举措，将视野由面聚焦到点，提出了集成电路产业的发展目标和一系列具体措施，本文认为集成电路产业的发展将为我国信息产业的发展提供重要依据和保证。 关键词：信息产业、发展思路、竞争环境分析 Post-WTO Roadmap for China’s IT Industry and Development Measures for the IC Sector Abstract By drawing on knowledge from the Management Science, this article seeks to outline the roadmap for China’s IT industry and development measures for the IC sector following the WTO accession. Currently, IT is one of the fastest developing industries in the world, featuring high-tech, high investment, high output, high risk, and diversified products, etc. To some extent, it is a reflection of the overall economic strength of a country. Though China’s IT industry is developing quite rapidly, it is nonetheless a difficult and challenging task for us to face up to the fierce international competition while maintaining and boosting the existing growth momentum. In that sense, it is of certain practical significance to study and outline the roadmap and priorities for further development in order to make full use of our advantages and strengthen our core competitiveness. Beginning with an analysis of the international competition environment, the article clarifies the concept of core competitiveness and identifies key competition factors. It then gives a comprehensive introduction to the current situation of China’s IT industry and outlines the roadmap and priorities during the course of development in combination with the characteristics of China’s IT industry and WTO requirements.
