Abstract 2013, the new Lingui district is developed to a new stage in the process of expending Guilin urban areas. In order to protect Lijiang River, develop Lingui areas and rebuild a new Guilin city, it is planed to be the main battlefield. Challenging with the auspicious opportunity of expanding Guilin urban areas, it needs to think about how to ascertain the accurate strategic orientation and display the comparative reginal advantages. Also, some problems like how to build a new political, economic and cultural centre of Guilin, avoid the restrictions and highlight the district’s competitiveness have to be paid attention. This article utilizes PEST and SWOT which are strategic tools in analyzing the internal and external environment of the new Lingui district. Then, according its situation, development strategies are forwarded in the article as well as some corresponding countermeasures and suggestions. One of the important innovations of this article is analysis of history series, which is used to prove those developing strategies are the sound choices of the times’ objective environments by running through the history evolution of Lingui area development strategy. Furthermore, this article discusses the new Lingui district’s development strategy by studying its internal and external environment with the PEST and SWOT. After analyzing the Guilin city and Lingui regional planning, the article try to bring up the strategic priorities and strategic countermeasures for developing the new Lingui district rapidly.
