内容提要结构性失业作为市场经济国家宏观经济发展中的“硬核”问题，已 内容提要 结构性失业作为市场经济国家宏观经济发展中的“硬核”问题，已 引起西方经济学家对此长期关注，并形成颇具特色的结构性失业理论。 然而对结构性失业的定义目前尚无定论。由于社会经济制度和市场环境 的不同，西方结构性失业理论并不能直接用于解决中国结构性失业问 题。因而本文主要采用普遍与特殊相结合的方法，由远及近、从总体到 个体论述结构性失业，在理论的基础上注重实证分析，通过对不同体制 国家以及同一体制国家经济发展的不同阶段出现的结构性失业的成因 进行论述，认为劳动力供给结构、需求结构以及劳动力市场机制是结构 性失业研究的主线，因此主要从各种制度、结构的角度考虑治理途径。 首先，我们阐述了国内外对结构性失业的研究概况。其次，分析结构性 失业的形成机理。再次，对结构性失业的主要类型及治理方式进行论述。 最后，是西方和中国的结构性失业现状及治理。通过以上的论述，我们 认为结构性失业是经济增长的必然产物，缓解结构性失业对实现充分就 业目标具有重要意义。 关键词：失业 结构性失业 治理途径 AbstractStmctural Abstract Stmctural unemployment has been a knotty problem to macro—regulation in market economy countries for a long time，which attracts western economics researchers’attention to have established a distinctive structural unemployment theory．However,the research 013．this problem has not reached a generally recognized conclusion．Its research achievements cannot be directly applied to China yet，because ofour unique market economy environment．Therefore，this thesis is based on positivist analysis，with the combination of universal theory and special ca衅． According to different causes that vary in different state—mechanisms at different economic development stages，it is concluded that the labor force’S stnleture in supply and demand、market mechanism in labor force are the key to research of structural unemployment．Specific countermeasures should be adopted according to different institution and咖c．删CaUSeS．Hrst．the generalizations about structural unemployment at home and abmad．Second， the mechanisms that form in structural unemployment．Third，the major forms and the ways of controlling structural unemployment．At last，the current situations and the corresponding coRnteFnleasulcS in the West and China．Form above discussion,it is concluded that structural unemployment is the inevitable result of economic gain，and easing it has a significant effect on accomplishing full employment． Key words： Unemployment； Stnlctural Unemployment； Countermeasures To Unemployment II 中文摘要实现充分就业是市场经济国家发展
