PAGE PAGE 10 Abstract There are a lot of mineral resources in Shanxi Province, especially in coal and coke. But its mineral resources advantage did not transform into economic advantage. The development of resource-based industry not only caused the malformation of industrial structure in Shanxi Province, but also induced low growth rate of the total economic amount. For example, the GDP of Shanxi Province appeared negative growth by 8% during the first quarter of 2009. At the same time, the development of resource-based industry brought serious ecological damage to the local environment. So, resource-based industry has to accelerate transition and development. And in another word, we can say the transition and development of resource-based industry of Shanxi Province is the key of its economic comprehensive transition and development. This text is divided into five parts altogether, the first part expatiated the research background and research significance of the papers, defined the concept of resource-based industry, and introduced the research method and research ideas. The second part reviewed the theory of resource-based industry, and then summarized the research on resource-based industry at home and abroad. The third part study on the situation and existing problems of the development of resource-based industries (coal, coke, electricity,), and analyzed the situation of the development of resource-based industries in Shanxi Province by the related indicators. The fourth part commented on the exploration about the transition and development of resource-based industry of Shanxi Province, recommend the outcome of the transition and development in the city of Shuozhou, Shanxi Province, further more, described the merger and recombination of Shanxi coal industry in details. The fifth part summarized the facing difficulties in the transition and development of resource-based industry of Shanxi Province, then introduced a successful example—Germanys Ruhr region.
