Through increasing strength on policy, mechanism, supervision, the number of demolishee’ petitions has declined than previous years, demolishee’ rights protection consciousness also increases day by day, but there are still many outstanding issues in Chinas city house demolishment work, which caused disputes occur from time to time. Demolition problems showed mainly in several aspects, regulations are not complete, government functions are dislocate, judicial safeguard is weak, demolition assessments are not standardized, relocation compensation standard is too low and difficult to resolve disputes etc. These problems not only seriously infringed upon the legitimate rights and interests of urban residents, caused masses to appeal for help in great quantities, but also affect social stability. The success or failure of house demolishment compensation and resettlement work directly affect the strategy of the national urban planning, there are the important factors in the stability of society, and there are the common focus of stability of society, and there are also the common focus of attention by the government and people.
