PAGE PAGE 1 内蒙古财经大学本科毕业论文 “碳关税”对中国机电产品 出口的影响及应对策略 作 者 靳子亮 系 别 商务学院 专 业 国际经济与贸易 年 级 2009级 学 号 902061101 指导教师 张平 导师职称 教授 内容提要 人类今天的文明成果离不开20世纪的工业革命，现在大气中残存的二氧化碳大多都是那个时期留下的，机械、电子技术的发展丰富了我们物质生活的同时，这些工业产品大规模的生产，也导致我们赖以生存的自然环境受到严重的侵害，为了实现全球的可持续发展，环保、绿色经济成了时下全世界共同追求的目标，“碳关税”这一以减少二氧化碳排放量为目的的税收制度应运而生，但原本是以保护环境为初衷的“碳关税”却被一些发达国家所利用，成了新的贸易保护手段，我国目前正处在经济飞速发展的时期，机电产品作为我国高碳排放量第一大类产品，正受到“碳关税”的严峻挑战。机电产品出口如何应对“碳关税”的负面影响成了最受人们关注的问题，本文就碳关税形成的原因，碳关税如何影响我国机电产品出口展开分析，并对我国机电产品出口如何应对“碳关税”带来的不利影响提出了建议。 关键词：碳关税 机电产品出口 贸易保护 低碳经济 Abstract The industrial revolution of the 20th century created a human civilization. The remnants of the carbon dioxide in the atmosphere are left at that time. Mechanical electronic technology has greatly enriched our material life. Due to the large-scale production of industrial products the natural environment of our lives becomes serious violations. In order to achieve the sustainable development of the global environmental protection, green economy has become nowadays the worlds common goal. Carbon tariff which is the tax system to reduce carbon dioxide emissions came into being. Carbon tariffs which is for the protection of the natural environment are used as a means of trade protection by developed country. We are in the period of rapid economic development. Mechanical and electrical products which are the high carbon emissions products in our country are in the challenges of carbon tariff. How to deal with the negative impact which is caused by the carbon tariff has become the most attention. In this article we analyze the causes of carbon tariffs and the influence of the export of electromechanical products made by carbon tariff. At Last we put forward the proposal to deal with carbon tariffs.
