The Entropy Change Mechanism and Dissipative Structure theo- ry are used to construct the competent entropy function, which consists of the structure entropy, order degree entropy and environment entropy. The competent entropy function is able to estimate the positional compe- tence of rail transit drivers scientifically and provides a scientific basis to the safety evaluation and the man- agement of their daily work.
