PAGE PAGE 1 劳动、人口经济学 三峡工程库区农村移民外迁工作的回顾及思考 梁福庆 国务院三峡办移民管理咨询中心 湖北宜昌443003 摘 要：本文在回顾三峡工程库区农村移民外迁工作成效的基础上，总结了三峡工程库区农村移民外迁工作经验：解放思想、实事求是、不断创新是搞好三峡移民外迁安置工作的前提，各级领导高度重视、讲政治、顾大局、把外迁移民工作当作一项政治任务来完成是根本，坚持依法移民、照章办事是基础，坚持“以农为主、以土为本”的安置原则和“相对集中到县乡，分散安置到村组’’的安置方式是关键，加强思想政治工作、切实落实帮扶措施是保障，各方密切配合、形成整体合力、确保外迁移民工作顺利进行是条件；提出了三峡工程库区农村移民外迁工作的思考：以人为本、科学发展观的哲学思考，政府行为的组织思考，外迁移民工作的系统思考。 Abstract: Looking back the working effects of the outside rural resettlement, this thesis has summarized the working experience in Three Gorges Reservoir: the prerequisite which can arrange work well is to emancipate the mind, seek truth from facts, innovate constantly; The root is to regard the resettlement work as a political mission which needs leaders’ close attention at all levels, stresses politics as well as considers the situation as a whole; The work acts in accordance with the regulations and the laws to be foundation; In addition, the key is to insist the resettlement principle of “rely mainly on agricultural, based on soil” and adhere to resettlement means of “concentrate county township relatively, disperse by village group”; The guarentee is to strengthen the work of ideology and politics, implement help measurement; The condition which can ensure the work to carry out smoothly is to cooperate closely by each side to form united forces; In the end, the thesis has proposed the reflections on the work of the outside rural resettlement in Three Gorges Reservoir: the philosophy reflections on the view of people-orientation, scientific development, organization reflection on government behavior, and systematic reflections on the work of the outside rural resettlement. 关键词：三峡；农村移民；外迁；回顾及思考； Key words: Three Gorges; the rural resettlement; outside; review and reflection 一、三峡工程库区农村移民外迁工作成效 从1993年至2007年底止，10多年来三峡工程库区农村移民外迁安置了21万人，其中 政府组织大规模外迁安置农村移民在山东、安徽、上海、浙江、福建、广东、江西、湖南、 江苏、四川、湖北、重庆等12个省市、232个县、1088个乡(镇)、2000多个安置点共计17万人；农村移民自主分散外迁到全国30个省市近4万人。目前，21万三峡农村移民外迁移民绝大多数安置稳定，逐步融入当地社会。 经过国家和各安置地党委、政府艰苦细致
