PAGE 2 合肥市智慧城市建设研究 摘要 智慧城市的建设方兴未艾，以科技和创新为特征的智慧城市建设已成为全球城市竞争的制高点。统计数据表明， 全球范围内， 2 00 多个国家策划创建智慧城市，中国国内许多特大型城市都把智慧城市列为城市重点发展方向，而其他一些城市也把智慧城市的建设列入了当地的“ 十二五” 发展规划。2013 年住建部分别分两批公布了共193 个智慧城市建设试点，目前我国 城市发展的方向是建设智慧城市。 不过智慧城市的建设应该说没有成熟的先例可以借鉴，因为它是一个崭新的领域。论文通过实例分析法、文献研究法、实践与理论相结合的方法，深入了解智慧城市层次架构、基本特征、技术体系、应用功能，对智慧城市的环境进行分析，总结出智慧城市五种建设运营模式，并以合肥为例，开展了智慧城市建设运营模式选择的实证研究。 第一，阐述国内外智慧城市领域的专家学者对智慧城市的定义和总结，并介 绍国内外智慧城市的发展现状。得出智慧城市是一座服务于人，并由智能技术填 充、能够可持续发展的城市形态，总结出智慧城市层次架构、技术体系、应用功能。 第二，分析智慧城市建设的环境并总结出智慧城市建设的模式。认为智慧城市建设的政策、经济、社会、技术环境都处于非常契合状态，并对智慧城市五种建设模式进行阐述并分析其优劣势。 第三，分析合肥市建设智慧城市的基础，并预期合肥市智慧城市建设目标。目前合肥智慧城市的建设处于起步阶段，之后必然会加速并全面建设智慧合肥。通过前文总结的五种智慧城市建设模式，对合肥市智慧城市建设模式选择提出建议，即以政府与运营商合作，加强技术创新，结合合肥市特点，发挥政府督促、监管，运营商利用自身的优势实施建设的建设方式。  Abstract The construction of Smait City is in the ascendant. Characterized by high technique and innovation, the construction of Smart City has become the competition point among global cities. As has shown from Statistics, more than 200 countries are planning to create a smart city, and many large cities in China regarding the Smart City as a key developmental direction; whats more, some other cities also listing the construction of Smart City in their local Twelfth Five-Year plan. In the year 2013, the Building Department announced two batches of pilot projects of 193 Smart Cities. Clearly, the current trend of urban development is the construction of smart city. However, it can be said that there is no mature precedent for the construction of Smart City to learn mature experience from as it is a new field. This paper, which takes the methods of example analysis, literature researches, and the way of combining practice and theory, firstly looks into the concept, hierarchical structure, the basic characteristics, the level architecture, the technological system, and the application-function of Smart City; then analyzes the operational environment of the Smart City.
