PAGE 1 大学生科研创新项目研究报告 项目名称： 北京城市雾霾治理的产业视角研究 项目类型： 重点项目 项目年度： 2013年 项目负责人： 施丹阳（学号：32012010123） 负责人院（系）： 金融学院 专业（方向）： 金融学专业 项目组成员： 李进进、彭辉 指导教师： 谭善勇 副教授 二〇一四年 摘 要 本次科研项目通过对北京城市雾霾污染情况、成因、现有治理措施、国内外雾霾治理借鉴的分析研究，采用了文献研究法、对比研究法、理论研究法、案例研究法和博弈论研究法，提出了优化产业结构治理北京城市雾霾的具体设想。在微观方面，从机动车尾气排放角度分析，工业结构及其技术经济指标考察角度分析，从企业融资角度分析，能源工业供给结构优化及开展区域联防等角度分析。得出了一些从优化产业结构的方向来治理北京城市雾霾的具体措施。这些措施是我们在整个分析研究中的思想结晶。在宏观方面，我们提出了促进产业结构从封闭型调整到开放型调整转变、从政府主导调整向市场主导调整转变、从全面调整战略向重点调整战略转变、在关注增量调整的同时，关注存量调整等产业结构调整的宏观政策方向。 关键词：北京城市雾霾 产业结构调整 雾霾治理 PM2.5 Abstract The research by the urban haze pollution in Beijing, the causes, the existing measures analysis of domestic and international governance draw haze, using a literature research, comparative study, theoretical research, case study method and game theory research Law proposed to optimize the industrial structure of urban governance Beijing haze specific ideas.
