The development speed of the Northeast, especially the growth rate of industry and total supply and demand has lagged behind the average national level gradually, thus caused the production of “ Northeastern phenomenon Propose clearly in report of 16th National Congress of Communist Party of China: Support such old industrial bases as the Northeast to accelerate adjusting and transforming’ support the city that relies mainly on the fact that resources are exploited and regional development to continue the industry ■■?It is in the rapid process of economic globalization and Chinas entering into WTO that the central authorities put forward a strategic plan to revitalize the old industrial base in Northeast China for the first time. This strategic policy is that the central authorities have an important decision made in mind on the basis of the overall situation of building the well-off society in an all-round way too. The Northeast should catch the rare historical opportunity to solve a great deal of problems existing in three provinces in Northeast China and accelerate the paces revitalized in old industrial base of the Northeast.
