Amendment applys to vessels in international service,coastal service,and fixed orfloating platforms. 国际海事组织海上环境保护委员会第70届会议于2016年10月28 日以第MEPC.277(70)号决议通过 了 《国际防止船舶造成污染公约》附则V 的2016 年修正案 （以下简称修正案），并将于2018 年3 月1 日正式生效。修正案对现行附则V 第4 条、第6 条、第10 条和附录进行了修订，主要涉及船舶 垃圾的分类、排放和记录。修正案适用于国际航行船舶、沿海航行船舶, 以及固定或浮动式平台。 MainAmendment 主要修改内容： Regulation4 Discharge of garbage outside special areas 第四条 特殊区域外垃圾排放： A new paragraph 3 is added as follows 新增第三段如下： Solid bulk cargoes as defined in regulationVI/1-1.2 of the International Conventionforthe Safety of Life at Sea (SOLAS), 1974 ,as amended,otherthangrain,shall be classified in accordancewith appendix Iof this Annex,and declared by the shipper as to whether or not they are harmfulto the marine environment.
