For a long time，because of market definition indistinct、management concept fail behind、property quality bad、professional work variety and service means lag behind ’ in the competition with country business banks, it is obvious in bad place， most prominent phenomenon is that professional work lags behind，market portion goes down .At the end of 1996 , China has performed promise to undertake ’ banks have been completely opened to foreign capital , In April ,2007, foreign-funded banks have been permitted to develop RenMingBi business completely in China，the competition of civil banks become fierce .
