药事管理学论文 药事管理学论文 题目： 中国药品价格规制模型及体系研究 学号：24102701902 姓名：刘珍 班级：10级制药 1 中国药品价格规制模型及体系研究 摘要：药品价格规制既是政府控制药品费用的一种方法，也是支持医药行业发 展的经济工具，但是对药品供求双方互相矛盾的目标使得药品价格规制很难有效实施。中国制定实施了一系列药品价格规制政策，但是这些问题并未真正得 到解决。主要原因是缺乏科学的价格规制模型作为药品定价的指导，也缺乏完善的药品价格规制体系。 中图分类号：F42 A Study on Pharmaceuticals Price Regulation Model and System in China Abstract Recently in China, the problems of rapid increase of drug expenses, deceptive high price and price disorder of pharmaceuticals greatly affect nationa l economics development and health care standard. Pharmaceuticals price regulation is a means to contain drug expenses as well as an economic tool to support pharmaceuticals industry. These two contradictory aims in demand and supply make it difficult to successfully apply. China has formulated a series of policies on pharmaceuticals price regulation, but these problems haven’t been really solved. The main reason is that China doesn’t have a scientific regulation model to instruct pharmaceuticals pricin g, or a comparably perfect regulation system. The paper analyzes the 2 results of pharmaceuticals price regulation in China, and explains the reasons of regulation failure,also tries to applies pharmacoeconomics and economics of regulation to perform an appropriate pharmaceuticals price regulation model and a comparably perfect pharmaceuticals price regulation system for China. Keywords:Pharmaceuticals Pricing, Regulation Model, Regulation Model 1.引言 近年来，中国药品费用持续上涨、药价虚高、药品市场价格秩序混乱等问题极大地影响了中国的经济发展和卫生保健水平。药品的虚高定价和价格秩序混乱是中国医药行业特有的不良现象，不利于药品生产经营企业的发展和公平竞争，也导致了社会效率的下降和社会资源的浪费，更加重了患者和国家的负担，以至于影响社会稳定，造成严重的社会问题。针对近年来出现的药品价格问题，中国政府制定实施了一系列药品价格规制政策，其具体实施效果及存在问题还有待考证。但可以肯定的是，中国目前没有科学的理论模型来指导药品定价，也缺乏完善系统的规制体系是主要的缺陷。这必然导致药品价格的规制中带有较大的主观性，受人为因素干扰很大，从而会有很多漏洞，会严重影响到药品价格的规制效果。 目前，国外关于药品价格规制的文献主要实证性文章，重点放在对各国药品价格体系的描述，以及衡量国际药品价格差异，并解释这种差异与规制政策的关系。如Willson(2001) 等人描述了澳大利亚、荷兰、新西兰和英国规定消费者购买价格，这个价格与政府和企业的协议价格之间有一定差额，它由政府支付，表现为每单位药品的津贴【1】。Danzon 和Chao(2000a)发现在法国、意大利和日本等对药品价格实行严格规制的国家比美国和英国等较宽松的价格规制国家相比，有更低的药品价格【2】
