By investigating the relevant data and indicators of the circulation industry in the province， it is found that the main problem for the industry is the low efficiency of the whole industry caused by the low level of informatization of small and medium-sized circulation enterprises. Internet technology influences and changes the pattern of the development of the circulation industry from the aspects of supply and demand mode， organization boundary and data processing mode. Heilongjiang province should seize the opportunity of rapid development of Internet technology and change the backward situation of the circulation industry development by means of circulation organization innovation， channel innovation and network innovation.
