摘 要 摘 要 在我国特色社会主义市场经济中，国有企业作为特殊的经济主体，直接决定着我国 市场经济的性质，是国家财政的主要贡献者，中央和地方的国有企业涉及到我国经济的 各个领域和行业，国有企业履行社会责任，对整个社会影响巨大，对国有企业进行社会 责任评估，具有重要的理论和现实意义。本文在国内外的研究基础之上，从国有企业社 会责任的内涵和理论基础出发，以河北省世界500强特大型地方国有企业—河北钢铁、 开滦集团和冀中能源为例，构建国有企业社会责任评估模型，采用模糊代数理论改进后 的层次分析法，对国有企业社会责任进行评估，得出国有企业在履行经济、环境等责任 方面存在的问题，并提出了强化国有企业社会责任的建议，促进国有企业正确履行社会 责任。 论文从国有企业社会责任的内涵和理论基础出发，在坚持全面性、适用性和可操作 性的原则下，构建了包括经济责任指标（EC）、环境责任指标（EN）、员工责任指标（EM）、 人权责任指标（HR）、社会责任指标（SO）和产品责任指标（PR）在内的“3EHSP”国有 企业社会责任评估体系，采用改进的层次分析法，以河北钢铁、开滦集团和冀中能源为 评估样本，进行国有企业社会责任评估，得出了我国国有企业履行社会责任主要存在经 营管理水平较低、劳动生产率低、环境保护意识不强、人力资源管理水平较低、安全生 产水平亟需提高、反腐败建设薄弱、技术创新投入不足和经济绩效对企业社会责任的影 响不够显著等问题；需要从提高国有企业经营管理水平、增强国有企业环境保护能力、 提升国有企业人力资源管理水平、重视国有企业安全生产、加强国有企业反腐建设、增 强国有企业技术创新水平和深化国有企业经济体制改革等角度寻求解决的对策。 关键词 国有企业 社会责任 层次分析法 评估 I Abstract Abstract According to the socialist market economy in China, the state-owned enterprises as a sort of special economic entities has been existed and be as the main contributor to the state finance, the central and local state-owned enterprises involved in all areas of our economic industries, the state-owned enterprises fulfill the social responsibilities, it is an immense impact for the whole society, the evaluation of the social responsibility for those enterprises of the state-owned, to regard the evaluation of the state-owned organizations as the essential theoretical and realistic meaning.
