K ey word s :pu m ped storag e power station ; operati ng m ode ; un ited l ease 1 已建成抽水蓄能电站经营模式现状 目前国内外抽水蓄能电站没有统一的经营模式。大体上有租赁制、电网统一经营和独立经营等几种形式。 租赁经营 抽水蓄能电站组建独立的公司, 将容量租赁给电网经营管理, 电站的所有权和经营权分离, 在该模式下合理确定租赁费可以鼓励投资, 且便于电网的统一调度。 电网统一经营 电网拥有蓄能电站的所有权和经营权, 由电网进行统一调度、经营和核算。在该模式下, 蓄能电站的效益可以发挥, 还贷也较为可靠。但厂网分开后, 抽水蓄能电站会成为电网很大的负担, 故该模式的推行有很大难度。 独立经营 由抽水蓄能公司向电网提供电量或容量等服务, 独立经营蓄能电站。在此模式下, 蓄能电站将承受一定的电价审批和市场变化的风 险。目前国内外的定量研究以及国外经营经验表明, 只有峰谷差价达到了5~6倍才能使蓄能电站有能力还本付息, 正常经营。目前我国的峰谷差价只有3~4倍, 不具备独立经营的市场条件。 我国已经建成的大型抽水蓄能电站有广州抽水蓄能电站、十三陵抽水蓄能电站和天荒坪抽水蓄能电站等几家, 其经营模式各有特色。其中广蓄一期工程50%容量租赁给香港抽水蓄能发展有限公司, 其余50%容量在广东电网内经营。在广东电网内经营的容量采取来电加工的模式, 以
