内容摘要:随着世界贸易的发展和全球化形势的推进，跨国的经济活动日益增多，海关的工作环境和工作任务量日益增多，由此导致的海关廉政风险因素逐渐增加，如何积极应对廉政风险，制定一套适合我国海关的廉政风险防控机制，提高廉政风险防控能力成为了一个重要课题。 本文对我国海关廉政风险管理现状进行了跟踪，选取若干有代表性的腐败案例进行研究，并对相关领域进行了调查研究，找出了我国海关廉政管理问题。依据风险管理的规范流程，参考调研得到的相关数据和发达国家的先进经验，制定出一套以海关廉政风险为核心，包含海关关员廉政守法管理系统、海关廉政风险管理的协调运作机制、关廉政风险管理信息平台的体系完善的海关廉政风险监督机制。期望通过设计这套机制，弥补我国海关现行廉政监督管理的不足，更好的进行海关廉政风险管理，实现海关贸易便利与安全的职能要求。 关键词：海关廉政风险；风险管理；风险管理流程  Abstract: Along with the advancement of the development of world trade and the situation of globalization, transnational economic activities is increasing, the customs of the work environment and work quantity increased, leading to the customs of the risk factors of increasing, how to actively deal with integrity, risk, formulate a set of suitable for Chinas customs of the risk control mechanism, integrity, and improve the risk prevention and control ability has become an important issue. Based on a risk management process specifications, the data obtained by reference to research and advanced experience of developed countries, to develop a set of customs integrity risk as the core, comprising Customs officers and law-abiding integrity management system, coordinated operation mechanism of Independent risk management of customs, customs Independent risk management information system to improve customs platform Independent risk oversight mechanisms. Expectations by designing the mechanisms compensate for the lack of customs supervision and management of the existing corruption, to better carry out customs integrity risk management, trade facilitation and Customs security functional requirements.
