Aiming at solving this problem, a contrastive analysis between metropolitan circle of Shanghai and Tokyo is made, adopting a comparative method, comparing the three primary factors that influence citizens. selection when buying house, finally, problems of current population dispersal mechanism of Shanghai is found out which serves as basis for policy formation of population dispersal.
