HSE管理体系的绩效评估 毕业论文 摘要 由于化工行业易燃、易爆、有毒有害、环境风险高的特性，国内外众多的化工企业尤其是国有大中型企业都已开始逐步实施先进的健康、安全与环境(HSE)管理体系，但国内化工行业HSE应用处于初级阶段，特别是实施过程有效性的研究尚很少。因此，如何通过有效的评估体系来评价并确保HSE管理体系的良好运行具有重要的意义。 本文通过对中石油HSE管理体系运行有效性评估在国内实践的调查，构建了HSE管理体系运行有效性的系统评估指标体系，主要包括管理层参与、人员安全与健康、人员和财产安保、产品安全、应急响应和社区意识、资产完整和工艺安全、环境保护、能力管理、HSE业绩报告等9个要素。针对每个要素，基于管理现状检查表关注问题完成程度提出了非正式的、起作用的、综合的、领先的四个运行级别。研究了如何进行单个要素的成熟度分析过程和整个体系运行的有效性。评估表明，一些要素的成熟度并未达到公司的一定水平，需要不断的整改，这样可以有效地推进企业HSE管理体系持续提高改进，持续提高企业的HSE业绩。 关键词：HSE管理体系，中石油，安全，管理  Abstract Due to the chemical industry is flammable, explosive, poisonous and harmful, high environmental risk characteristics, many chemical enterprises, especially state-owned large and medium-sized enterprises at home and abroad have started to gradually implement advanced health, safety and environment (HSE) management system, but the domestic chemical industry HSE application at an early stage, especially the effectiveness of the implementation process research is few.
