遥感技术在风景名胜区资源保护和管理服 务中的应用与探讨 高蕴华 赵旭伟 北京市海淀区首体南路 9 号7 号楼7层 摘要 近年来，风景名胜区对我国国民经济和社会发展的贡献越来越大，对提高人 们的物质文化生活水平、改善投资环境、提高地方知名度也起到积极的推动作用。 国务院颁布的«风景名胜区条例»明确提出“科学规划，统一管理，严格保护，永 续利用”方针，加强对风景名胜资源的有效保护和管理，是风景名胜区管理部门 的首要职责。随着不断上升的面向全球综合地球观测与空间信息产业发展的战略 需求，国家进一步加大航空航天技术研发和产业化的推进，遥感技术服务于国民 经济社会发展和国防安全方面得到普及应用，在风景名胜区资源保护、规划管理、 旅游服务等方面的应用也发挥着巨大作用，取得了显著的社会效益和经济效益。 遥感技术在为管理部门提供了大量科学的宏观辅助决策信息方面还有更广泛的 应用空间，尤其在风景名胜区应急指挥、旅游服务、游客安全等方面有着更直观、 高效和科学的管理与应用。 Abstract In recent years, the scenic areas have been playing a more and more important role in the economic and social development, positively improve peoples material and cultural living standards, elevate the level of the investment environment and make many places famous for their tourism resources. The State Council promulgated ‘The Regulations on the Scenic and Historic Interest Areas’ in 2006, clearly initiated the policy ‘scientific planning, unified management, strict protection and sustainable use’, it indicates that strengthening the effective protection of scenic resources and management of scenic spots is the primary responsibility of the management authorities. With the rising strategic needs of global integrated Earth observation and spatial information technology’s implementation, the government fasten the steps of the research, development and industrilization of the aerospace technology. The remote sensing technology’s implementation in the national economic and social development becomes more and more universal, it aslo devoted a lot to the resources conservation, site planning and management, tourism service in the scenic areas, achieved remarkable social and economic benefits.
