摘 要 山东省是人口大省，近年来，随着人口老龄化程度不断加剧，诸多问题开始显现， 这其中较为突出的就是企业职工基本养老保险的收支矛盾问题。本文调取了山东省历年 社会保险基金预决算数据，从参保覆盖面、制度统筹层次、缴费基数、退休人员待遇、 替代率、财政补助规模等方面分析了2010—2019年企业职工基本养老保险制度运行情 况及存在的问题，从基金收支情况和支撑能力方面对企业职工基本养老保险基金运行情 况进行分析，在此基础上引入在职职工人数、实际缴费工资、缴费率、遵缴率等参数建 立基金收入预测模型，引入退休人数、养老金替代率等参数建立基金支出预测模型，并 根据近年情况进行合理假设，综合考虑财政补贴收入、委托投资收益、丧葬抚恤支出、 其他收入、其他支出、转移收入、转移支出等因素后，对山东省企业职工基本养老保险 基金未来5年基金收支状况和基金缺口状况进行预测，得出预测结果。再通过进行单一 变量敏感性分析，对退休年龄、缴费率、缴费基数占上年度在岗职工平均工资比重、参 保覆盖面、中央调剂金及统筹层次等因素对未来5年基金收支的影响程度进行定量或定 性分析。通过以上研究，得出在现行制度框架下，山东省企业职工基本养老保险基金将 于2023年出现累计收支缺口，通过延迟退休、提高缴费率、做实缴费基数、扩大参保 覆盖面等措施能够有效延缓基金累计收支缺口产生时间，据此有针对性地提出完善企业 职工基本养老保险制度、加大征缴力度、严格规范制度准入和待遇领取资格条件、提高 制度统筹层次、建立激励约束机制等对策建议。 关键词：企业职工基本养老保险；基金收支预测；敏感性分析；对策建议。 1 Abstract Shandong province is a large province with a large population.
