摘 要 在我国实行乡村振兴战略的过程中,村干部尤为重要。乡村治理、乡村社区 发展、现代农业推进等村级事务都需要村干部作为领军人物落到实处。城市化进 程的加快,对村干部队伍提出了更高的要求。因此,如何建设好村干部队伍,激 发其干事创业的积极性,以保证传统农村社会到现代城市的平稳过渡,是具有重 要的理论意义和现实意义的。 本文采用文献分析法、问卷调查法、访谈法等研究方法,以N市C镇为例, 对村干部队伍建设的现状进行了调查研究,从公共部门人力资源管理的“入口管 理”、“过程管理”、“出口管理”三个环节对C镇村干部队伍建设现状进行了 分析和总结。重点对C镇村干部选拔任用、劳动报酬、发展提升、考核奖惩、保 障制度存在的问题及成因进行了深刻分析,在此基础上,从激励理论的角度相应 地提出职业岗位激励、薪酬福利激励、发展提升激励、考核奖励激励、退出保障 激励五个方面的对策和建议。 关键词:村干部;公共部门人力资源管理;激励 I Abstract In the process of implementing the strategy of Rural Revitalization in China, villagecadresisparticularlyimportant.Villageaffairs,suchasruralgovernance,rural communitydevelopment,andmodernagriculturepromotion,needvillagecadrestobe implementedasleadingfigures.Theaccelerationofurbanizationputs forwardhigher requirements for the village cadres.Therefore, it is of great theoretical and practical significancetobuild agoodteam ofvillage cadresand stimulatetheir enthusiasm in ordertoensurethesmoothtransitionfromtraditionalruralsocietytomoderncities. In this paper, literature analysis, questionnaire survey, interview and other research methods are used to investigate the current situation of the construction of villagecadresinCtownofN city.Thecurrentsituationoftheconstructionofvillage cadres in C town is analyzed and summarized from the three links of entrance management, process management and export management of human resource managementinpublicsector.Thispaper focusesonthedeepanalysisoftheproblems and causes of the selection and appointment, labor remuneration, development and promotion,assessment,andsecuritysystemofvillagecadresinCtown.Onthisbasis, fromtheperspectiveofincentivetheory,itputsforwardnamely,postincentive,salary incentive, development and promotion incentive, assessment and incentive, and exit protectionincentive..
