PAGE PAGE 32 摘 要 百年大计，教育为本；经济发展，教育先行。教育对经济的影响不仅表现在数量上，而且表现在结构和质量上。一个国家教育的均衡影响着经济的均衡，教育的公平影响着经济的公平。教育的均衡化发展对经济至关重要，教育资源的均衡分配是促进区域间协同发展的重要手段。当今中国经济的发展受到多种因素的制约，其中教育资源的均衡对经济发展的影响日益凸显。本文基于中国目前存在的教育不均衡现状，以北京和河北为例，探讨区域间教育资源分布的不均衡现象，并且实证性地分析教育不均衡对经济的影响，在此基础上进一步探究北京市内教育资源不均衡的现状以及影响。最后，我们将引入美国基础教育的历史状况与中国作对比，引申出对于中国有借鉴意义的经济政策与发展方向。 关键词： 教育资源 教育均衡 区域经济发展 市场化机制 Abstract Education is the fundamental base of the long-lasting project as well as the development of the economy. The influence of education on economy shows not only on quantity, but also reflects on the structure and quality. A countrys equilibrium of education determines economic one, the fairness of education affects economic fairness. The equalization of education is important to economy. Equalizing the distribution of the educational resource is an important mean to promote the synergic development of regional economy. In China, the economic development is restricted by many kinds of factors, in which the educational equilibrium is becoming more and more influential. This paper, based on the current condition of disequilibrium in China, takes Beijing’s and Hebei’s for example, and examine the phenomenon of the un balanced distribution of education resource and analyses the effect of educational disequilibrium on economy. On the base of this, we introduce the history of the primary education running in America and compare it with the current condition in China, developing some advisable economic policies and developing orientation.
