摘 要 摘 要 高质量的产品是往往建立在高成本的基础上的。当前不少我国施工企业在获得了大量的优质工程奖的同时，企业经济效益却在持续下降；相反部分施工企业为取得项目盈利，过分强调工程成本使得豆腐渣工程频频曝光。在当前建筑工程市场竞争激烈、报价较低、利润空间越来越小的情况下，如何有效地寻找出质量与成本的最佳结合点，在保证工程质量的同时又能有效地降低工程成本，提升盈利空间将是施工企业长久持续发展的基本需求。 文章提出了对施工项目质量成本，只有进行事先控制，才能做到防患于未然，提出了质量水平的提高和质量成本的降低是“质量”改进与“质量”突破的过程。采用的方法是首先在确定最佳质量控制点m的基础上，建立质量成本控制的四个区域(改进区、控制区、理想区、完美区)。其次，面对错综复杂的影响因素，应用模糊判决的方法把工程项目不同分部工程(或分项工程、施工工序)的质量成本控制的重要性划分为四个层次(一般、比较重要、重要、很重要)，然后，应用层次分析法对上述不同分部工程(或分项工程、施工工序)的质量成本控制在不同的区域，给出具体量化指标——权重，继而按照已有的质量成本经验数据，对施工项目的质量成本进行合理的计划。 对质量成本计划的事中执行，要进行及时的跟踪，对偏差产生的原因要及时进行分析，及时进行调整。 事后对整个施工项目质量成本的发生进行核算，并提交报告，以便总结经验教训，分清责任，为以后类似施工项目的质量成本控制积累资料。 该方法简单实用，思路清晰，有一定的工程实用价值。经工程实例验证，具有良好的效果。 关键词：质量成本，质量管理，工程质量，成本管理 Abstract Abstract High-quality products are often built on the basis of high cost.
