Abstract Luoyang, mountains, rivers, mountain green water, beautiful landscapes, natural environment is superior, the pleasant climate, four seasons, is one of famous historical and cultural city by the state council, has five thousand years of splendid civilization. Tourism industry is the sunrise industry today is recognized, the development of tourism can improve the level of the local economy, increase the local employment opportunities, reduce the gap between the rich and the poor of the town, promote local residents to communicate with the outside world, expand the field of vision, improve peoples cultural quality, promote the local cultural heritage and the protection of natural resources. As an ancient city cultural city, luoyang is a special tourism resource. In fact, the cultural connotation and regional characteristics are more worthy to be appreciated and carried forward. In this paper, the development of luoyang tourism environment, the reasons and the analysis of existing problems in development of tourism industry, put forward the corresponding countermeasures to solve the problem for which problems make luoyang tourism development better.
