城市精准救助试点项目实施过程的案例研究 摘 要 “精准救助”是继农村精准扶贫之后在城市救助政策中提出的理念。2019年起，B 市开始实施精准社会救助试点项目。本文即是对B市Y街道精准救助试点项目初期实施 过程的描述与分析。论文以作者暑期实习中的工作经验、对驻点社工及实习生的访谈为 资料来源，是一项案例研究。 本研究由绪论、项目实施的过程的描述与分析即瞄准困难群众和精准帮扶、研究结 论三大部分构成。第一章为精准救助的历史来源和发展及项目背景。第二章描述了困难 群众和个案对象识别的过程，以及识别过程受到的关键性影响因素。第三章阐述需求调 查的基本过程，分为困难群众的需求调查和个案帮扶对象的需求两部分。第四章描述了 社工开展个案帮扶和台账管理的相关工作。 论文结论部分就精准救助以项目执行的形式开展对精准度产生的影响进行阐述，对 瞄准和帮扶环产生偏差的原因进行分析。从Y街道精准救助项目的实施经验看，精准救 助不精准现象的不仅产生在瞄准环节，也出现在帮扶环节；在瞄准环节，筛选标准问题、 社区精英操控及社工偏好影响了项目精准度；在帮扶环节，未按照服务对象需求开展精 准“因户施策”的帮扶也是救助项目不精准的原因之一。 关键词：精准救助；瞄准机制；反贫困社会工作 ACaseStudyontheImplementationProcessof UrbanAccuraterescuePilotProject ABSTRACT “Accuraterescue”istheconceptputforwardinurbanaidpolicyafterrural precisionpovertyalleviation.From2019，Bcitybegantoimplementthepilot projectofprecisionsocialassistance.Themaincontentofthispaperisto describeandanalyzetheinitialimplementationprocessofAccuraterescuepilot projectinYstreet，Bcity.Thispaperisacasestudybasedontheauthorswork experienceinsummerinternshipandinterviewswithsocialworkersandinterns inthefield.
