摘 要 村镇银行是我国金融体系中的特殊存在,是国家鼓励社会资本参与农村金融 服务的重要主体,也是我国普惠金融发展的重要力量。和其他商业银行相比,村 镇银行起步晚,内部治理简单,加上股东结构相对复杂,导致其薪酬管理的自主 性和规范性较差,薪酬水平的竞争性,薪酬结构的灵活性上也远远不如其他商业 银行。 T 村镇银行是我国内蒙古T 农村商业银行发起成立的一家地方法人金融机构, 成立至今,银行的存贷业务、盈利水平都有明显上升,为内蒙古农村地区的金融 服务完善,经济发展帮扶做出了不小的贡献。 为了深入分析T 村镇银行薪酬管理中存在的问题,文章利用文献研究法、问 卷调查法、访谈法,对T 村镇银行的薪酬现状进行调查,查找问题的同时探讨了 问题的成因。最后在问题及成因的基础上,优化设计了T 村镇银行薪酬。 文章主要的创新点是将研究对象放在村镇银行上,目前国内对商业银行薪酬 管理的研究较多,但对村镇银行这类特殊的、小众的地方法人金融机构的研究还 比较少。文章从村镇银行薪酬管理的特点出发,利用T 银行的实际案例,探讨薪 酬存在的问题及成因,最后给出明确的优化建议,有利于T 银行优化薪酬管理, 有效激励员工,顺利实现改革目标。同时也为我国其他村镇银行的薪酬管理提供 思路和借鉴,有利于我国农村金融服务体系的完善。 关键词:村镇银行,薪酬管理,薪酬结构 I Abstract Rural bank is a special existence in the financial system of our country. It is an important subject for the country to encourage social capital to participate in rural financial services, and also an important force for the development of Inclusive Finance in our country. Compared with other commercial banks, village banks started late, with simple internal governance and relatively complex shareholder structure, resulting in poor autonomy and standardization of compensation management, competitiveness of compensation level, and flexibility of compensation structure far less than other commercial banks. T Village bank is a local legal person financial institution initiated and established by Inner Mongolia t rural commercial bank. Since its establishment, the banks deposit and loan business and profit level have increased significantly, which has made great contribution to the improvement of financial services and economic development in Inner Mongolia rural areas.
