基于农牧民专业合作经济组织的西藏 农牧区社会管理模式创新研究 拉萨中心支行课题组 中文摘要：中共十八届三中全会报告指出，“要改进社会治理方式，激发 社会组织活力，创新有效预防和化解社会矛盾体制，健全公共安全体系。” 西藏改革开放政策的逐步实施和市场经济的不断发展，引发了广大农牧区 经济体制深刻变革、社会结构深刻变动、社会利益格局深刻调整、社会价 值取向越发复杂，以及固有的贫困问题、稳定问题，使得农牧区传统的社 会管理越发不适应，创新社会管理模式以应对时代与历史挑战是大势所 需。本文从西藏农牧区经济社会发展现状出发，分析了农牧民专业合作经 济组织发展情况及其社会管理功能，研究农牧区社会管理发展的瓶颈，并 提出了利用农牧民专业合作经济组织改善和加强西藏农牧区社会管理的 政策建议。 Abstract ：Communiqué of the Third Plenary Session of the 18th Central Committee of the CPC pointes out : the specific objectives listed in this regard include improving methods of social governance，kindling the vigor of social organizations， innovating systems that can effectively prevent and solve social conflicts， improving the public security system. AS we continue to carry out the reform and opening up policy in Tibet and to develop market economy ， great changes have occurred ， including profound reform in 1 economic system in pastoral areas，great alteration in social structure ，deep adjustment of social interests ， more complex social value orientation. Because of these changes and the inherent problem of poverty and stability ， the traditional social management is more and more unsuitable. Innovating social management model is going to be an imperative in response to the challenges of the times and history. This paper analyzes the development of the farmers’ specialized co-operatives and its social management function ， studies how to develop the social management of pastoral areas ，proposes the policy suggestion of improving and strengthening the social management of pastoral areas to utilize the farmers’ specialized co-operatives from economic and social development in Tibet’s pastoral areas. 关键词：社会管理 专业合作经济组织 社会保障 社会管理是对人的管理和服务，涉及广大人民群众的切身利益。 当前，我国既处于发展的重要战略机
