摘要：随着我国推行工程量清单计价模式后,开放、竞争的建筑市场逐步建 立,工程量清单计价模式符合市场运行规律这一优势越来越凸显。《建设工程工 程量清单计价规范》的出台,标志着我国工程造价计价管理已经迈上了新的台阶, 表明了工程量清单计价模式已进入全面推行和实施阶段,并将体现全过程的、动 态的造价管理思想等。与此同时,由于“企业自主报价、市场竞争定价”的竞争 体制形成,招标时评标定价的管理方式也发生了根本性的变化。 招标控制价作 为招投标领域的新生事物,是在实行设置投标限价制度的基础上,加强对招标投 标活动的监督管理,进一步建立完善有形建筑市场监管的制度体系,对投标价进 行封顶的,是招标人对招标工程的最高控制值。作为造价从业人员,如何科学合 理、客观准确地按照市场发展水平和实际情况,设立体现社会平均水平的招标控 制价,真正发挥招标控制价在工程招标投标中的积极作用,就显得尤为重要。这 对招标控制价编制应用这一工程实践具有一定的参考意义。 关键词：工程量清单 招标控制价 招投标 Abstract: With the development and perfection of market economy mechanism, called on the government management department more spare contract management aspects of the human resource application of laws, regulations and economic means to regulate and manage the market, rather than using the administrative command intervention in the market.
