Abstract Because of the foreign trade policy choice principle characterized by the supremacy of national interests,and government is the only carrier of national interests and maintainers . Therefore, the choice of trade policy and implementation must deeply embedded with the government behavior.With the continuous development of world economy,the governments facing a lot of challenges,at the same time,the government behavior in the development and implementation of foreign trade policy level and effects are also rising.After the founding of China, the development of our foreign trade policy into a long process.Domestic foreign trade policy of our government behavior in the scope of research is scattered and lack of systematic, in such aspects as government incentive and restricting factors still exist deficiencies.Based on the theory of abstract level foreign trade policies of the government behavior, on the basis of theoretical analysis and influence factors of effect of combined with the practical operation of the government behavior under the conditions of the financial crisis, from the perspective of practice in detail, corresponding policies and suggestions are put forward in view of the deficiency. In general, for the sake of the further development of Chinese economy, the government must deepen the reform of the foreign trade system, adopted a policy of managed trade liberalization and establish a good trade order.
