国家电网公司组织机构及管理模式研究 摘 要：国家电网公司作为关系国家能源安全和国民经济命脉，对经济社会具有重要影响力、 带动力的大型企业集团，为实现国家电网公司“十一五”发展规划提出建成“一强三优”现 代公司的总体目标，实行“集团化运作、集约化发展、精细化管理”，需要进一步进行内部 组织结构与管理模式变革，以提高管理效率，更好地发挥集团竞争优势。 报告对企业集团理论、组织理论、管控模式理论进行了综合分析研究，对国家电网公司 组织机构和管控模式现状及其存在的问题进行了深入分析，对国内其他大型企业集团组织结 构和管控模式进行了案例比较研究。在上述理论和案例分析的基础上，报告提出了国家电网 公司新型组织结构设计方案，并提出了国家电网公司管控模式设计方案，即“电网核心业务 以经营管控为主，非电网业务以战略管控和投资管控为主”，为经营管控、战略管控、投资 管控三种管控模式的混合。最后，在考虑影响公司组织结构和管控模式选择相关因素的基础 上，给出了稳步推进组织结构调整、进一步优化管控模式的政策建议。 Research on organizational structure and controlling model of SGCC Abstract ：As a large enterprise related to state’s energy safety and economic lifeline that influence a lot in the economic society, SGCC need a further revolution on organizational structure and management model to achieve the objective submitted in 11th Five-Year Planning and to realize “Group Running, Concentrated Development and Careful Management”, so that efficiency can be increased and the company will be more competitive. This report researches systematically the theory of enterprise group, organization and controlling model, analyzes the status and existed problems of organizational structure and controlling model, also compares it to that of other big enterprises via examples. Based on above analysis to theory and example, the report provides a new organizational structure and controlling model for SGCC, that is a mix-up of three kinds of control-“running control to power business, strategic control and investment control to non-power business”. Considering the factors that may influencing organizational structure and controlling model, it’s suggested that the former should be adjusted gradually and the latter should be further optimized in policy of SGCC.
