PAGE I 企业人力资源培训外包的现状、问题和优化策略研究 摘 要 随着经济的发展,市场的竞争变得越发激烈,企业要想在这样的大背景之下谋求发展,就必须探寻出一种全新的模式使得企业能在这变幻莫测的市场环境中得以生存和发展。 “外包”这一模式正是顺应时代要求而生的,成为企业发展的秘密武器。经济竞争的实质是人才的竞争,培养人才也成为了企业的关键任务之一。而培训外包就是一种新型的培训人才的方法,可以帮助企业提升核心竞争力。本文主要针对当前培训外包的现状,并围绕企业在实行培训外包的过程中出现的问题,如不成熟的培训文化阻碍培训外包的发展、外包商没充分理解企业文化,缺乏沟通、企业过于依赖外包服务机构,缺乏监督、培训外包市场不规范,法律条例不明确、选择外包服务机构不科学、企业忽视培训总结的重要性等。对以上问题进行深入分析研究后,针对不同的问题,给出以下的优化策略:企业要充分认识到培训的重要性、企业与外包商之间要注重沟通、在企业内部建立起监督机制、努力维护市场秩序、科学合理的选择外包商、培训效果评估。 关键词:人力资源;企业培训;培训外包 Research on The Current Situation, Problems And Optimization Strategies of Human Resource Training Outsourcing Abstract With the development of economy, the market competition becomes more and more fierce. If enterprises want to seek development under such a background, they must explore a new mode to make enterprises survive and develop in this unpredictable market environment. Outsourcing is the first mock exam to meet the needs of the times and become a secret weapon for enterprise development. The essence of economic competition is the competition of talents, and training talents has become one of the key tasks of enterprises. Training outsourcing is a new method of training talents, which can help enterprises improve their core competitiveness. This paper focuses on the current situation of training outsourcing and the problems in the process of training outsourcing. For example, the outsourcers do not fully understand the corporate culture, lack of communication and immature training culture hinder the development of training outsourcing, the training outsourcing market is not standardized, the laws and regulations are not clear, the enterprises rely too much on outsourcing service institutions, lack of supervision and selection of outsourcing services Unscientific institutions, enterprises ignore the importance of training summary, etc. In this paper, the problems are analyzed and studied deeply, and the optimization strategies are put forward for different problems.
