PAGE PAGE 3 广东省外贸结构转型升级发展研究 摘 要 随着21世纪中国经济的发展，国际贸易的发展在国内外都实现了持续快速的增长。对外贸易的发展对促进国民经济的快速增长起着关键作用。自改革开放以来，广东省紧随着国家的脚步积极响应对外贸易、对外经济发展的号召，在经济建设方面取得了快速发展。近两年来，世界经济发展有所回升，但欧美等其他发达国家的经济在短期内仍在增长。新兴国家面临着如2018年中美贸易战等各种经济贸易壁垒。美国通过采取保护措施，单方面不断对贸易中的商品类别进行征收关税，从而引起贸易摩擦，严重影响了我国自由贸易、对外经济的蓬勃发展。广东省作为国内中屈指可数的对外贸易大省，对美贸易总额占比20%，时至今日，比重还在持续上升。在这样的世界总体经济形势下，中国在对外贸易方面受到的打击，包括出口数量、广东省对外贸易额急剧下降，导致许多外贸企业因资金短缺，资金无法周转，生存困难，面临着巨大的风险。本文拟从外经贸视角分析广东省2l世纪以来的发展现状、面临的机遇和挑战来明确广东省外贸结构升级转型升级的路径，并提出提高广东省外贸企业整体水平、技术研发自主品牌建设、健全国际化人才培养和引进机制等方面来推动广东省外贸结构升级转型的对策。唯有在原有的外贸结构的基础上实现转型升级，才能提高本省的外贸产业竞争力在世界市场上据不败之地。 关键词：贸易壁垒；外贸结构；转型升级 Research on the transformation and upgrading of Guangdongs foreign trade structure Abstract With the development of Chinas economy in the 21st century, the development of international trade has achieved sustained and rapid growth both at home and abroad. The development of foreign trade plays a crucial role in promoting the rapid growth of the national economy. Since the reform and opening up, Guangdong Province has made rapid progress in commercial construction, following in the footsteps of the country and actively responding to the call of foreign trade and international economic development. In the past two years, the world economy has picked up, but the economies of other developed countries, such as Europe and the United States, are still growing in the short term. Emerging countries face economic barriers to trade, such as the 2018 Sino-US trade war. Through the adoption of protective measures, the United States unilaterally and continuously impose severance tariffs on the categories of goods in trade, thus causing trade friction, seriously effecting Chinas free trade, the vigorous development of the foreign economy. Guangdong Province, as one of the few major foreign trade provinces in China, accounts for 20% of total trade with the United States.
