Key words: Agricultural extension system; construction; problem; countermeasure; agricultural technology 1 引言 早在党的十六大报告中，就明确指出，建设现代农业，繁荣农村经济，增加农民收 入，是全面建设小康社会的重大任务。建设现代农业，除了加大对农业的投入和支持， 加强农业、农村基础设施建设外，加快农业科技进步和建立健全农业社会化服务体系极 为重要。农业技术推广体系是农业社会化服务体系的重要组成部分。因此，通过改革创 新，建立和完善适应社会主义市场经济的农业技术推广体系，加快农业科技应用转化推 广的速度，大幅度提高广大农民的科学文化素质，是建设现代农业的根本保证。 但是我国现行的农业推广体系是计划经济的产物，具有明显的行政推广体系特征。 它在经济体制改革之前，其运行是非常有效的，它为我国农业的稳定增长和国民经济的 - 1 - 持续稳定发展作出了巨大贡献。可随着经济体制改革的深化、加入 WTO 以及社会主义市 场经济的不断完善和规范后，这种以国家推广机构为主忽视农户效益的推广体系也己越 来越不适应我国农村经济发展以及市场进程的要求。 2 农业技术推广体系面临的
