PAGE PAGE 31 杭州市萧山区农村土地流转影响因素分析 摘要：研究背景：从家庭联产责任承包制实施至今，农村土地制度的外部环境己经发生了深刻的变化，也需要对家庭联产责任承包制度进行完善。今年的中央1号文件聚焦农业现代化并对稳步推进农村土地制度改革做出了明确部署，《政府工作报告》也对全面深化农村改革和搞好农村土地确权登记颁证工作提出了具体要求。研究目的：通过对萧山土地流转现状的研究，针对存在的问题及已有的经验进行总结，期望对其他发达或欠发达地区提供参考并提出改善的政策启示。研究方法：文献资料法、swot分析法、logistic回归分析法。研究结果：萧山土地流转的影响因素宏观方面面临思想工作难做，流转空间渐小，土地设施与经营水平较低及市场风险较大等。微观上流转文化程度、非农收入比重、务农老人数、土地面积是土地流转的主要影响因素。并且农户期待法律政策的完善、社会保障的改善、土地流转经营和收入的提高。研究结论：根据分析结论，从政策法律、社会保障、农业结构、流转市场、基础设施经营水平等方面提出完善土地流转的建议。 关键词：萧山区、土地流转、影响因素、SWOT分析、logistic分析 the influence factors Analysis of rural land circulation in Hangzhou Xiaoshan District Abstract: Background: the household contract responsibility system since the implementation of the rural land system of the external environment has undergone profound changes, but also need to improve the family contract responsibility system.
